Consuls and Vice Consuls being given full powers to decide who they should and who they should not let in and despite their briefing that anyone who is a potential immigrant but does not quite qualify as a brilliant student should be denied a student visa outright, America gets loads and loads of mediocre students each year who invariably hang on there after completing their studies !
And a large segment of those mediocre students who become permanent residents in America is made up of Indians !
