No there is no need to take permission from army and police. But you need to register your vehicle on every check point.

Anybody who wants to make Road trips in Himalaya's should go through "Driving Destination" book series by Koko Singh, Rupa Publications. You will get all the necessary details. Maps by Nest and Wings also very useful.
Really a very informative article. Its a dream destination to be there. Fantastic View a, natural beauty & there we can to know that how nature is beautiful.
