Year can be decided, if the date of birth falls after Chinese New Year date of that particular year. e.g. if one's birth date is 26-01-1964, the Chinese New year started w.e.f.05-02-1964, his/her animal sign would be on the basis of the previous year, i.e.1963, since 1963 effect ended after 04-02-1964 only.
