How is this possible. If someone has settled his account then the bank seizes to have any relationship with the customer. He can't go back after three years to say he wants to close the account when the bank itself has removed his name. Infact the bank has agreed for the settled amount.

This may be true. I had "settled" a credit card outstanding with barkley bank two years back. I got a call on behalf of barkley to "close" the matter. Please note that barkley had such a pathetic reputation that I have never been denied any loan due to that outstanding, though it always reflected in my CIBIL report.
