Maximum are in Govt. deptts, as they know no one can touch them before retirement age, even PM does not have power to chuck a peon without charges. Hire and fire is a necessity so as to bring accountability.

You would be surprised how many incompetent people are crowding the private sector and are earning big bucks as well. Many of them are not competent enough to even fill in bids without errors. Many of the so called technical experts try to hide their incompetency by any means and keep on trying to fool you.
