There is no such thing as best photographer, all photographs regardless of clicked by who is a unique record of that precise time, which is un repeatable. Yes if a competition is held again one do not judge a best photographer, But the best photograph in a particular category such as Portrait, Landscape, Abstract. A prise winning photograph can be clicked by a highly skilled professional photographer or a point and shoot 5 year old child. Therefore there is no such thing as best photographer. David Bailey has been classed as worlds top, Not best, photographer, his work is commendable. he retired few years back, but exhibition of his work still pull a record viewers. But there have been and will be many who can preform and produce work of sam even better calibre. Take example of photographers of National Geographic.
