What do you mean??? Be specific .... Do not fear ..... are you talking about giving bribe for job?? Or, Talking about reservation...??
People with good ranks doesn't necessarily have good english knowledge.. Do you mean all english talking people are good at their studies.... Fact is that 65- 70 % of students pursuing professional courses like medical, engg comes from district , sub rural, rural places, and obviously they are not good in english. Does it mean they are not good at their jobs?????

Merit need not mean just knowing English. It is only a subject.
Re this job, does not simply mean who put it up but also people who gave them the job to do it, or even checked the job done. Merit to complete the job entrusted to them to be done in a proper and right manner. English is only means of communication not professional course. So they don't relate to each other unless you have plans to succeed abroad.

Karlson@ ..Its not just reservations..It can happen when certain influential guys from traditionally influential groups sneaks in their sons through backdoor...can also happen if the "meritorius" candidate was a "just pass" but his dad had money to buy him a college seat. (may b a college run by some groups with monopoly/ special privilege to run education business)
