Why not some one start a campaign to collect the money that he says he needs to set shop? I will be happy to contribute my little share, however small.

Preserve him & his feelings

Are people of Chennai aware of this Good Samaritan among them?
If not, local media should make them aware of & he should be offered help from social groups like Rotary & Lions Club from Chennai.
At least good safety equipments & life saving training should be provided to him & his Bread & butter problem should be solved - so that he will be concentrated on his live saver duty. This also will encourage other youngsters for such helps.
Chennai municipal corporation can provide him a shop at beach or a permanent job as a life saver at beach.
