I am yet to see any type of traveller who want to visit Mumbai on a holiday. Mumbai is only for business, unless your idea of holiday is watching tons of people living / travelling in worst conditions imaginable. Most foreigners get cultural shock of their life in this crowded city. Delhi at least got some history and agra nerby, also a base for exploring Ladakh / other himalayan states. Mumbai? never!
