Even after submitting all documents and verification with originals, United India insists on verifying the drivers license from the issuing authority just to delay and harass the claimant. Long live Govt sector....
Make it simple. Third party insurance is only around 1000Rs or less. Just take that and drive carefully. That is enough. In case if your car is damaged then spend money from your own pocket rather that run around insurance companies and finally get rejected. A small car like maruti repair may cost 20-30 thousand rupees only and insurance is some 8000 per year. Why take all the headache by paying 8000Rs and then run around insurance companies and courts, just to save that 20000Rs in the event of some damage to your car which anyway has a small probability ?

I tried going for 3rd party insurance many times in the past, but all insurance companies that I had approached simply mentioned that they do not have 3rd party insurance as a product in their portfolio. Is it a valid stand by insurance companies from a legal perspective? Whom should I approach the next time if these insurance companies do not give me 3rd party insurance? Any input on this?

Hmm.. I can understand Third party liability premium. But that's a small component of total premium. So what Arun is saying does deserve some thought.
