The writer is right in advising the English language learner to be a good and consistent reader and to be a careful and receptive listener.If anyone wants to be a competent writer,he should read, read and read. If he wants to be good speaker, he should listen, listen and listen.Acquiring a level of competence in any second language needs perseverance and constant readiness to correct oneself. It is pertinent to interact in English with good speakers of the language which helps in overcoming mother tongue intrusions which are but natural. I think listening should be given a priority. It should be followed by speaking.Good reading habits improve writing skills. It needs priortizing methodology and techniques in teaching English as a communicative skill.
If you try to listen news on Indian TV channels like NDTV,IBN,Times etc., you get the feeling that the reporters tail is on fire. Especially it is more with field reporters. They stammer and fumble for words. So the best way to improve your English speaking skill is by listening to native English speakers like BBC etc. Our field reporters keep forgetting about comas and full stops! Read and read and if possible read loud. Try to talk without inhibition. A good place to learn public speaking is by joining Toastmasters club, if there is one in your town. Look it up on the net.

Yes , you are absolutely right. The anchors on TV fumble and have all kinds of imperfections in their speech. Often it is devoid of grammar and with emphasis on the wrong syllables.

There are presenters in Indian English news channels whose English is quite acceptable. Not at all bad for a good start-up.
