I dont believe in draining out before going to bed. I used to do rigorous exercise in the evening and take very less food in the night. This resulted in me feeling hungry whole night and not getting minimum 6 hrs sleep which resulted in becoming weak and loss of immunity which inturn resulted in headaches, body aches, nerves weakness, continuous cold etc. My suggestion is to listen to your body and do whatever it needs. This I am writing based on my experience of doing rigorous exercise to lose weight.

Surekha, I agree with your points, however i think the person is not telling us to "literally" drain out before going to bed. He might be indicating that if you had a very good physical workout at somepoint in the day , then you will get a good night's sleep. However if you workout just or even a couple of hours before your bedtime..then rest assured that your sleep is going for a toss..
