Yes.But the complete unabridged versions are available on the BBC website. Suspect such tests on rediff are lifted from there.

Phrase is correct.Cntains a verb .Idiom is a group of words without a verb.Eg break up,break down

No, 1st 1 is quite OK since the meaning is well covered by the word "flamboyantly". Whereas "spree" can be loosely used to indicate "any unrestrained activity" which doesn't automatically mean "The destruction of public property"
Rediff should have just mentioned the phrases without using them in real life scenario sentences which will make it easier to guess the right answer. Anyway, despite that, I got 1 wrong :P Good show...
