wherever prostitution is legalized, or atleast easily u can get them, those places are safe for women. only where it is not easy to get them for money, they do trouble visitors.
You should also add Tawang , Arunachal Pradesh . It is very safe for women and all. But you should book your reservation before going there as there is no too many hotels.
