Its win-win..

Student wants entry in US, US don't mind giving entry...so this is win-win situation.

I think Obama administration should also turn eye when these students are working illegally in US, as it does not matter to them, as as far as their are people ready to hire them and pay them it does not matter if they are doing it illegally. This is using the same logic they applied for universities.

Even in the Uk there are such institutions which recruit students, many do not attend classes but work in supermarkets, etc. It's a way of getting into the coutry.

US visa

The students might be finding this as an easy way to acquire a US visa rather than earning knowledge or conducting studies. Why should blame US consulate for issuing visa? Even people getting a contract from a restaurant should be given a Visa. then how can they not issue visa for tri valley students. Even we in India needs a stamped certificate from US to get precedence over other candidates whether it is from trivalley or MIT.
