All mobile companies can give free mobile handsets along with sim card. They can recover the cost of handset in 1-2 years usage of phone. If they want they can put a condition that the customary should not change service provider for 3 or years or until he uses a talk time of 10000 rupees if the cost of handset is 3000 or so. This way they can increase there business.

It is a crime to sell sim card with fake identity. Such crimes do however happen. Banks are giving loans to purchase vehicles, houses, electronic items etc. It is similar thing.
