I suggest Rediff to learn proper English before they test their users' English proficiency... Or better, conduct English test for their own staff first.
The right answer is "personal" and not "personnel". Please be patient and read the entire sentence to grasp the meaning.
Had the application (for ENGLISH faculty) been addressed to the personnel manager, it could have had fetched the candidate the job.
But since it was addressed to the personal manager (which would be an anathema for a person seeking a position to teach English) it would NOT fetch the candidate the job. And this is the premise of the sentence.
The question is a subtle mix of grammar with logic. The clue is on the negative and that the application is for teaching English.

Your answer to question no. 12 is wrong. The correct answer would be personnel manager as appointment etc. are looked after by the personnel department and not personal department. I have yet to hear about any personal manager

both are correct turn off the tv means turn when you reach "off the tv", theoretically this could be an instruction "turn right off the building"
I think this lady knows too much or she pretends herelf to be an English wizard where as the fact is that she is not either of the two. She just can best be described as an "Ignorant" or perhaps she has dealt with stupids and idiots only. I did not see anything extra ordinary in her previous articles as well as this quiz.
Perhaps she herself needs a lesson or two to learn how to not draft an idiotic and stupid quiz like this to test the english of the general public.
