We have a population surplus and few thousand couples are doing good by not reproducing and later leave the kid on the streets.

Because young couples want zooti Azadi. They would divorce but they never think of staying in joint family. Young couples must live in joint families for at least 15-20 years. Then only they can achieve goals i.e. children, health and wealth.
