Say If Salary is Rs 4000 per month

You don't need to worry in that case as 4000 per month is very well within the minimum non taxable income of 1,80,000 per year for male.

In Private organizations salarys are about Rs 2000 , Rs 3000/pm

I don't know hat CTC is this article talking about.

CTC is the total amount that the company pays you or spends on you. For example, if your monthly salary is 3000 per month, your CTC could be 12*3000 = 36000 per annum

Nope. VPF is part of 1.2 lakh limit.
So, if you have already used up all the amount, contributing more to VPF is not a goof option as far as saving tax is concerned.

What is the Max amount limit on food coupons for the year. My company gives me Rs 30,000 woth food coupons. Can it be increased ?

Food coupons are non-taxable upto 15000 only per annum. 1300 rupees coupon is optimum per month.
