Rural tourism should be encouraged. People from cities should be taken on a guided tour of select villages to see firsthand the charms of rural life. In Tamil Nadu, this is already being implemented by the State Tourism Department.
City dwellers are taken to a village for a couple of days and stay there, witnessing first hand the traditions and life of the village.
If this is done all over India, everyone will benefit, as this will provide economic opportunities for the villagers as well providing an outing of a different kind to the city folk at an affordable price.

Best suggestion on tourism ever.
This should be told to those making money on slum tourism.
Instead of encouraging sociology research types to go to urban slums, we can actually have all types of tourists go into rural locations which combines education, economics, green technology study, local production and consumption techniques, small community studies, and of course the nearby trek or tourist attraction, all in one package.
Add some traditional handicrafts and exquisite cooking to the mix and you have a complete Indian Experience tourist package that you simply cannot beat.
The Slumdog Millionaire concept can be extended to actually help rural India and people from other countries can benefit from traditional knowledge of natural foods and medicines from India.
Obviously, MNCs will oppose this and that is why tourism does not work well in India.
Someone in the MNC elite pays the Tourism Minister to sit around doing nothing.
Otherwise, tourism alone can help alleviate poverty in a big way.
There should also be a way to publicise the good things that foreigners say about India.
In our blind love of America, we forget that we also have our culture and our values and traditions which many open-minded Americans admire.
Is it bad to get "good feedback" from ordinary American / European tourists?
If you get our of city. Rest of india is most beautiful. Only thing is we dont travell. so they are not developed. not safe. If lots of people go out, spend money. then locals will eart little bit, they will buy mdern stuff, provide great services. In all rich country people are always moving, travelling all over country. in india we just buy house at one place and die there. also we are obsessed with narrow, regional feelings. thats big obstacle in enjoying india and its growth. india is exreemly beautiful just we need to open our mind little bit.

You say that Indians do not travel!! But then why is it so difficult to get reservations in trains? The transportation system is always crowded!!!
