Stop Drunk Driving: Bars should get cabs

it may involve a bit more of labor force but posting policemen or appointees at the door of pubs should instill the fear of police in them. a breathalyser on exit will simply not allow them to get in the car much less cause an accident.

only if implementation is implemented strictly, this problem can be solved.

if there are random checks frequently and corruption is minimised, the driver knows that he cant get away with anything by bribing, even if he is related to any big shot.

but that is impossible to happen in any opprtunistic society, like 1ndia.

following measures:
1.a prominent column in local newspaper giving name, address and vehicle regn no.
2.suspension of licence for fixed period for frst and scnf offnc and permt for thrd. similar jailterm by fast track courts.
3. taxi/ escort as suggested will be effective only if bar mgmt has compulsorily eqpt for testing level and authority for enforcing.

having taxi/ escort driver bwill be effective only if there is an alcohol level monitor at the hotels and the management empowered to decide whether a guest is drunk.
Suspension of licence for varying periods for first and second offence as well as fine on detection. Jail term if an accident results.
shifting bars away from city will not be effective as the person has to come back to the city in the same drunken state.
a dedicated column in the local news papers listing name , address and vehicle number.
for commercial vehicles, penalty for driver and owner, both.

Pub security should check the toxication level of the driver before letting the vehicle out.

Punishments served should embarass the offenders.

How many cars would you let be parked because someone is drunk.

Nobody goes to drink to be under prohibited toxication levels. Its not possible.

The taxi system sounds sane and workable.

Maharashtra Govt. to take the blame

Maharashtra Government has to take a major blame for increased drunk driving cases in Mumbai. By giving permissions to thousands of bars/permit rooms in Mumbai the government is inciting and tempting the public to take to alcohol consumption. People who drive back home from work have to pass through many such permit rooms. They are tempted to enter these bars, consume drinks and drive back home. If there are no bars/permit rooms no one will drink in these bars and drive. Intoxicating substances like alcohol are not always under self control of an individual. It is the constitutional obligation (article 47) of the government to restrict the availability of alcohol. There is a separate law in Maharashtra. Rule 70-D of Bombay Foreign liquor Rules 1953, which are issued under Bombay Prohibition Act 1949. As per this law a liquor permit is necessary for the purchase, possession transport, and consumption of liquor of any type. It is illegal to sell alcohol to those without liquor permits in Maharashtra.

The irony is that in Mumbai alone roughly around 40 lakh people consume alcohol on regular or occasional basis. But hardly a few thousands hold liquor permits. It is one of the biggest open violations of law and illegal act on a large scale. Without tackling the problem at the source and implementing the existing liquor permit laws , why only those who drink and drive are being blamed? It is like bolting the stable after the horses have fled.
