It is normally thought that corruption is high in Government institutions. Its much more in Private institutions. leave alone refuding of fees, Colleges dont refund the SECURITY DEPOSIT. Many in BANSAL ENGINEERING COLLEGE, BHOPAL have not got back their SECURITY DEPOSIT inspite of writing many times and also visiting them personally - everytime they have an excuse - either the person dealig with it is ON LEAVE or some audit is taking place or refunds have to be audited. Can someone suggest whether one can approach the CONSUMER FORUM for refund of SECURITY DEPOSIT

There are three agencies involved in the education Sector UGC, AICTE and DEC. When it comes to the recogntion of courses, specially profession, by an institutuion, approval of the three are a must. Even if one fails, the course is un-approved. Not many people know it. That,s where the cheating starts. Institutions claim approval of one or two, but never of all the three. Students just get enrolled based on the two approval and their probs start.
One fails to understand why the three agencies dont sit together and bring out a list of approved colleges/univ with aproved courses each academic year. Why one is made to run from one to other with queries of approval ? Not one of them gives a clear answer. Answers are alway dubious, which clearly shows that there is very strong nexus between these agencies and the institutution offering courses of all kind.
A case in point is MBA from PTU thru disance mode. PTU claims they have the approval of all the three but doenst provide the letter of approval. DEC says they have never given the approval. AICTE doesnt know whether they have approved the course or not. UGC says PTU's jurisdiction is limited to the state of punjab.Not one of them gives a clear answer whether the course is approved or not. but the PTU continues to advertise the approval of MBA. What does one do now ??

Because many students take admission in college and attend classes for 1 to 2 months and they ask for refund a time limit should be given for refund if someone say he wants refund at the end of the session he should not be allowed to do so
