You must be direct and say there is no way no how, and if want to be nice to him tie a rakhee. Then you morally have legal rights like to go to police. This boy it seems must be making bigger plans with you apporaching parents and you should have nipped it in the bud earlier it is less traumatic both ways. These Bollywood movies also lead these boys astray and think everyone is interested in love and such things.
If he go further then use every legal recouse and have him beat up, embrass him and put him to jail.But you that to tell him get away from you creep.I don't want see you.
It like those phone calls that keep bugging you to buy this or that. Further until you say don't call me anymore or send that junk email how do they know you don't want such solictation. Similiarly with this boy he does not know weather you like him or not maybe he thinks you like him so you put up with it and it is best to be direct there are exceptional cases but yours is not one of them. One should avoid such relationship till one ascertains a certain maturity.
They are people who take advantage of women and lead them astray causing much problems for them. As having too many relationships at early age before a maturity certain feelings are less developed like motherly, paternal instinct, sometimes causes negligence in child relation weak bonds with spouse, that further cause many other problems.
As the saying after sleeping with so many people how much feeling would they have for you, or are they still thinking of the other person, etc. These problem best solution for society is that people don't worry of such things that nature by itself will almost certainly make happen. And focus on more important things like self development education, and more important pursuits as these things will make you more interesting and developed better.
I believe if we all practiced Brahmacharya there will be population control and development of a person with great feelings both maternal and paternal. As it is know that promiscuous people tend to not be stable minded , nor make good parents, nor good husband and wives, and risk more becoming a homosexual which tend to be criminal besides thge increase of disease.
These stalkers are all Muslims. Useless chaps, just keep doing these kinds of things. The Muslim women always hide themselves in Burkhas. That leaves only hindu girls for them to stalk.

You idiot, Stalking is something which happens in all countries and stalkers do not belong to one community.. instead of accusing a communitity understand that this victim attitude of ours is not going to help anyone.. sure you have had this experience(teenage daughters are stalked by potbellied middle aged men) in delhi. This problem-menace is alarmingly high in delhi. I wonder what can be done about it.
