Getting into a PhD is like getting a job. Usually, PhD positions are listed in the department websites as vacancies or jobs. You need to search for a position and apply.

there are two types of funding: a scholarship and a employment. for engineering people the scholarship is 1500 euros while for natural sciences it is 1100 euros. employed phd scholars are paid full bat IIa fellowship, and depending on the age the salary after tax is more than 2000 euros. People with scholarship spend most of the time doing research, while employees have to do lot of teaching assistantship.
