Old enough to understand what you say. When they are 3 years old you can explain them that one has to work hard for money and it is not a thing to be splurged, you can take them along to banks, bill pay centres and for shopping and make sure they are looking when your are at checkout till.
Opening accounts, handing over money etc can come at later stage when they start arithemetics.
