With most cities reeling under extended power cuts, people are forced into making love in the dark although they would prefer to watch TV !!Let the Minister get his priorties right.
If he has said made such a statement then he is really out of his mind. Television doesen't really control our lives. Morover who wants to watch those stupid Soap Opera........Absolutely Bullshit, Mr. Ghulam!

kya pagalpan hai , there are 24 hrs to produce children , T.V. will not help, this situation can be changed only through education.
I would rather switch off the TV, as it is mindless anyway. If I was the minister, I'd rather distribute free condoms than giving advice to the idiot box.
lack of recreational facilities is often accounted for poorer couples indulging in producing babies..i think its bold and better on the part of the minister
