Its a very good initiative that needs to be promoted with or without money and People of India should recognise this.. Mostly this message needs to get across to both the educated and the uneducated masses.
Most importantly to elderly women in the family who keep cursing the newly wed for not having children.
Also we two ours one should be promoted in every possible way..
If any family which is a single child one , it is the responsibility of the Govt to look after the child-Education& Job.I feel that will give more encouragement for the would be couples to have only one child. On the other side of the coin strict precedures against family having more than two children.
Most of non-muslims have limited 1-2 or 2-3 childeren (axcept politicians like Laluji)with having only a single wife to help control population of this country and also to improve their personal living styles. There is no control by Muslims. They maintain multiple wives with unlimited childeren. Their population has increased from about 3 crores (in 1947) to about 30 crores. This is the real cause of poverty and backwordness in Muslims. Their main aim is become in majority and rule this country. They never love or serve this Country.Hungry/greedy Politicians keep them appeased for votes and never touch their affairs.

Yes i agree that the Muslim men have more than one wife and many children asa reult. But what about the non-muslim men who have n number of illegal relationships and illegal kids? Look at the TV show hosted by Kiran Bedi...most of the non muslim women bring their husbands who have extra marital affairs??????????????? In doing so not only do tehy destry the life of the other woman but also run away from their responsibilities....This should be prevented if we are realistic about the issue!

A middle class couple today would hardly opt for more than 1 or 2 kids. Same goes for the elite upper class and even if an upper class family has more than 2 kids its not really an issue because those kids will be well bred. Its the uneducated lower class that is being targeted. For them 5000 bucks a year might prove to be a motivation for family planning.

Rs. 5000 is palty amount in my village in Satara. may be valuable in your village/state. average family income per month is more than Rs.5000/- you may ask how? every house has one buffalo giving 4 litre milk every day =4*Rs.20=Rs.80 per day 8x 30 = Rs.2400 per month. every one mmber has a job in industrial area, aparte from this we grow sugarcane, potatl, chilly, beans, sweet potata, cashew nut, some people in army, some teacher. som is local dairy, some in sugar factory. this is called development.
Yes..this is good initiative...Cash incentives should be more to the couple sticking to one child after two or three years...They should be provided some sort cards like Green card which will ensure them a slight marginal gain over others in terms of selection in jobs and studies.
Its a positive step but i don't know how this will be implemented in India coz it can be misused more than used properly.I would think making adoption hassle free and encouraging it by giving may be more tax sops would have been more practical and attractive for the Indian middle class.
Taking the benefit of this plan persons will try to get their marriage solemnised as early as possible so that they become eligible to receive such incentives. therfore this type of schemes is not a viable solution in curbing the population explosion. I have best ideas to disclose. Let someone approach me.
