 How can I get refund the money deducted as Income Tax

I got some arrear against fixation, an amount of Rs 19000/- (approx) during the financial yr. 2010-11 and paid Income Tax on the above amount as per slab of my salary. But, on the yr. 2013-14(financial yr.), office deducted the above arrear amount as eronius fixation. Now, my question is, am I get refund the money deducted as Income Tax during financial yr. 2010-11, and how?

My tax refund status in computer showing query cost no records , need to send one letter it-tax commisioner u/s 119 (a) (B) let me know the format

any person is entitled a refund on the OASDI taxes in excess of the $106,500 limit? if so how can he receive a refund
