Pursuing higher studies abroad

I am a XIIth standard student of ISC in Kerala. My choices are engineering subjects and wish to pursue Engineering locally based on entrance. Should I postpone my visit abroad to do only my postgraduate or do I leave just after my XIIth to pursue undergraduate studies in engineering? If so, what will be the total cost working out for the UG studies? Which country would you recommend the US, UK or Singapore?
