Can I claim LTA towards travel expense of my parents if they travelled seperately excluding me.

i have an annual lta component of 10k.

my queries are as follows:

1. can lta be claimed every year ,even if i do not travel?

2. can lta be carry forwarded to next year.

3.if yes is it taxed ?

4.if my travel cost is less than the lta component,and if i wish to claim the enitire amt,how is it possible?
5.will the difference amt be taxed?

6. what is the % amt of tax deductions for LTA?

 Claiming LTA

I applied for a LTA advance in the month of July 05 but couldn't proceed on leave in that particular month and went on leave in the month of Nov. 05. In my company every quaterly we have to sumbit the tax saving details. As i proceeded on leave in the month of Nov. 05 and having valid train tickets can i still claim LTA exemption ?
