Did fixed interest rate changes after 3 or 5 years.

Dear sir,
I have taken 15,00,000 Housing loan,floating interest 9.0% for 20 years.
I heard that fixed interest also changes after 3 or 5 years.
Which is good whether floating or fixed interest if i want to pay amount monthly more than EMI.
