Why is the Onus of proof on the Accused?

The Onus of proof of innocense is on accused? How is it? It is against the Law.
In that case, somebody can doctor so many CDS and include speeches as they like and charge the accused to keep him engaged.
It is the Police who have to prove in criminal cases.
