As a citizen I can only say sorry Mumbai, we Mumbaikars let you down in the hour of need when we were supposed to cast our vote as our right. All other Indian cities and towns supported us in Mumbai when crisis hit in different types. But when the tme came to do what we only have to do help Mumbai, we failed the City.Now we cannot say we are an enlightened city folk.Other cities have at least crossed 50%.When can we vote with around 70% turnout like in Kerala (usually seen) and AP this time ?

Mainly the Election Commission is to be blamed for the low turn out in most of the constituencies. Few reasons:
1. April-May are hot months in India. People are reluctant to go out for voting in scorching Sun. 2. Again April-May is the much awaited vacation time for people with small school going children. Particularly, people from big cities like Mumbai want to go to their native places after exams. 3. April-May is the exam time for many college going studants. A majority of parents like to take care of their children's study over going for voting.
On the top of it, about 10% people who actually go out to vote find their names missing from the voters lists. When the winning margin of 1% is rule of the day, 10% missing voters is a grave lapse on the part of the EC.
People who dont go out to vote, or those who dont care to check their names in voters lists share the blame for this lapse to some extent. But it is the primary responsibility of the EC and the Government machineries to ensure that it is convenient for most, if not all, people to participate in voting. They have the authority, resources and decision making power which can help in increasing the voter turnout.
In old days, elections used to be held at any time except hot summer. And voters turnout used to be 60-70%.
