You are right!!!!Congress has a vested interest in keeping people poor and illiterate. That way they can come with some lousy schemes to show to the people (READ FOOL THEM) that they care. Without the poor they won't be able to make false promises. If the literacy level goes up then nobody will believe them. KEEP THE POOR POOR AND ILLITERATE IS CONGRESS' MANTRA
