THE CENTRAL GOVERNMENT MUST BRING THIS AS NEW LAW WITHOUT AFFECTING THE EXISTING PEOPLE. This should be done by non-violence method. The locals are the people who are living in present date in that state till say as on date, 2008. The central government and state governments must ensure uniform economic growth throughout the nation. Fixed assets like house, land property limit can be made. Then India can prosper. In every state and central the community category 1, category 2, category 3, category 4, up to category 10, can be made for All job, education, business, land, house etc reservation depending upon the population and one category must not migrate to another category and everybody will have reservation.
