Both Congress and RJD are not habituated to obey any law meant to be obeyed by anyone , may he be an ordinary individual or a VIP in the form of member of Parliament . Habit of defiance also has an inertia . So if in this year ELECTION COMMISSION is after blood , they vilated by inertis of violating in all previous years . And is the Election Commission not a paper tiger for them ?
