Even if the Congress does 70 % of what it has promised in the manifesto, it would be far more effective than the total lack of progress of the NDA rule. The only high of the NDA reign has been institutionalising corruption which it has mastered into a fine art. While the manifesto and comments should be very silent towards the BJP and its feel good agenda, all efforts should be made to avoid criticising on their mistakes of 5 years. So the mathematics would work as follows : Congress wining approx 198 seats, NCP another 14 seats and allies of the congress 20 seats. with this game, if the rest of non nda freinds abstain from voting for/against the govt, Rao will be back in his saddle.
