"The microchip used in EVMs is a read-only chip manufactured in the USA and sealed at the time of import. It cannot be opened and the program cannot be rewritten by anyone without damaging the chip. There is, therefore, no chance of programming EVMs in a particular way to select a particular candidate or party".

For a question in the know abt EVMS above answer is given. This means the fate of Indian Democracy is in the hands of US of A. Chip cannot be tampered once it is imported from USA, but it can always be tampered at the manufacturing unit. It is all the question of some fuzzy logic to keep in the chip.

Unless I am missing something here, I feel still EVM's are not tamper proof. Any scruplous Techie guy at the manufacturing site can tamper the EVM.

It is not mentioned wht testing/precautions is taken once the chip is got from USA for knowing whether EVM's is not tampered with. It may be argued that by outsourcing this to distance place it is difficult to tamper. But many times even the Exam Question Paper printed in different location from the examining state(Like exam in A.P. but printing press located in Gujarat) leakeage of paper's is common...
