One way to get out of the situation where some states not upto the Ranji standards is to have a two tier system. The Top tier could consist of say 10 teams and others in the second tier. Two or three teams finishing at the top of the second tier could be taken to the top tier next year while demoting the three teams who finish at the bottom of the top tier.
