Make it a three tier system for Test matches. Five teams in each Tiers. Tier 1 - India, Pakistan, Australia, England, South Africa Tier 2 - Sri Lanka, New Zealand, West Indies, Bangladesh, Zimbabwe Tier 3 - top 5 associate teams.
Each year shuffle the First & Last teams to the other groups based on performance.
This way, there will be a good competition and hence the game would be more interesting and will survive

and who will watch match among Tier 3 group? and thus how income will be generated? and why will Tier 2 teams gets lesser money than tier-1 ? Simply because a dumb decided to put New-zealand and sri-lanka in tier-2
