ICC should implement Neutral Pitch Curators of Different Countries to ensure that there is Justice between Batsmen & Bowlers - For All Formats of International matches.
If not then it will be One sided and Heavily favouring the Home team and the Visitors will be Sweating even before they Land in Foreign Nations - The Pitch should not decide the Result of a Match - The Players must Compete and whoever has the Best Skill & Talent should win.
Personally I got tired of seeing Batsman Friendly wickets in India, Sri Lanka, Pakistan, Bangladesh - It just ki1ls the Spirit of the game. Spin Heavy conditions makes our Pedestrian Bowling look World class and Lionizes our spinners.
Similarly Swing, Pace, Bounce & Seam oriented conditions in Australia, England, New Zealand and South Africa makes them Superior when we Tour there and shows Asians in poor light.
If the Pitch Curators are Neutral there might be fewer controversies and Lesser Match Fixing & Spot fixing.
ICC must evolve Guidelines for a Standard Regulated and Acceptable 22 yards which should be Uniformly prepared across The Globe and The Home team must be made to Bend & Toe the line of ICC even if it is BCCI (The So called World's Richest and Powerful Cricket Board at the moment).
In Other Sports like Football, Tennis, Chess, Badminton, Squash, Swimming, Archery etc etc etc and Most of other games The Home team does not Enjoy a Distinct Favourite Status like Cricket, same should apply for Cricket also.
ICC conducts three forms of competitions in cricket - Test, ODI and T20. I think ICC should have an independent Pitch Making/Supervising Body, that will depute its Team (preferably of 3/4 members) to the venue where a ICC match is scheduled to be held. The teams shall ensure true pitches, according to the kind of match to be played, are made and that will ensure quality matches. Let the team that plays well wins and of course, the home team shall have the advantage of environment only and not that of pitches.
