MoUs are signed for confirming the understanding between 2 parties at a particular situation. Much waters have gone thru Ganges after the signing of MoU. The ground reality, the political situation and diplomatic relations have changed drastically. MoUs can be revisited in a changed situation. There is nothing solemn at the times of adversity.
