Your analysis being an aggregate shows that there is much to desire and rightly so, but the reason for the abysmal performance that we like the drive to excel is wrong at many levels. Just think of the scientists at ISRO who make do with scant resources, getting into premium institutes etc. You need to have a better explanation then the one you have given, one which is more coherent with the symptom not a generalization.

Cricketers are paid remuneration for just one IPL series such mind boggling amount which scientists cannot dream to earn in a life time.

It is high time that India should adorn to be the Lord of Cricket. The cash rich BCCI should open the World Class academy in all parts of the country to nurture the talent, that is equivalent to that of Harvard, Standford, or even a Wimbledon for Tennis. Though the legends of the game taking the game to next level, support and infrastructure should be developed in India. Having all types of pitch in the world for practise in india. To groom the players as good as an education and profession. Ofcourse we indians lack that edge in terms of Pyschological approach. Once we had with Pakistan, then Australia. we need that training and application that players or captain to deal any kind of situation or turning a situation to one's favour. Of course main thing People's confidence on the game should be intact. Some most important things which set as apart from other dominating teams like Ausies, SA, ENG etc. are:-
1) Lack of a thorough professional mind-set. 2) Lack of seriousness or dedication towards job 3) Very casual approach, or chaltaa hai kind of attitude. 4) Lack of strong temperament, a never say die attitude, lack of fighting spirit. 5) Over dependency on few players, lack of teamwork. 6) Egos'& personal aspirations are more important for us than teams performances. We are more concerned about if XYZ scored record or century or not rather than our win or loss. 7) Groupism and partitions in the team. Selector's & captains biased approach while selecting the team and captains politics while selecting only his favourite players and ditching the deserved ones. 8) Lack of physical fitness, athletism, quickness and to remove laziness. 9) Most importantly OUR LACK OF STRONG APETTITE TO SUCCEED,TO WIN IRRESPECTIVE OF THE SITUATION, TO BECOME CHAMPION.
