While the above principles should be acceptable, what the lower ranked countries looking for would be equal sharing of ODI revnues as well through a common fund as proposed for test matches. As more and more ODIs and T20s are being played, that is where the money is and the sharing of that money will be in the minds of every country. So by introducing a similar fund for ODIs, this restructuring should get the approval of majority of the countries. It is just the matter of money and nothing else.
