There may be sponsors who may be compensating for spats on the ground. Who knows. ICC is a lame duck . The erring player should first be warned.Second repeat should be visited with 2 Test match suspension from Tests and 2 ODIs.3rd repeat should be visited with 5 Tsts and 5 ODIs .3rd repeat should be visited with further one year suspension from all forms of the game. Further repeat should be treated as a serial offence and rewarded with life ban to safeguard the repute of the game. Also serious audible obscenities and acts on the field should be graded and spot suspension and 5 year ban should be imposed. The ICC should not be lame duck as players have no business to juticulate at one another. Similarly the fast bowler running down the wicket and staring or swearing at the batsman should be counted as an act of indicipline and as an act of intimidation and the bowler should suspended from the field and no replacement should be allowed. This will act as an deterrant and inculcate some sort of order on the field . Fines have limited value

Fines are ok only for slow overrate and such other technical breaches

While a fielder initimidating a batsman is absolutely a NO, NO, I of the opinion that you should view it from a bowler's perspective as well. 90% of the time he bowls on unresponsive wickets against rules that are heavily loaded in favor of a batsman. So when he gets a responsive wicket, he gives it back to a batsman. What do you expect from a bowler, when a batsman thumbs him for a series for 4's and 6's? Smile and accept it? A hardworking, talented bowler will obviously feel hurt and would wait for his chance. I guess it is fair for a bowler to react to a batsman who behaves in a cocky way. Even the best bowlers normally do not react to a genuinely gifted batsmen like SRT or Rahul. Make the playing conditions and rules bit more bowler friendly, you will not see so much sledging.
