IPL betting is a huge source of unaccounted funds generated in India to kill Indians by terror. It must be checked at all costs immediately before D & ISI can devastate India with its own funds.

...that the BCCI comes under the ambit of RTI?

It feels justified as it provides 'unofficial funding' in the form of "concessions in income tax, customs duty, etc".

Does the law provide an entity a choice to 'agree' to come under the ambit of RTI? If an 'agreement' is sought then no one will voluntarily agree.

Can't the govt just decree?

Then what Rajiv Shukla (Congress) and Arun Jatley (BJP) will do in BCCI ?
