That's not true, in-swing or out-swing is just a function of wrist, seam position and of course shine of the ball. The amount of swing varies by action. If you are an open chested bowler like Ishant your in-swingers will be more prominent, while for a side on bowler like Waqar, Darren Gough (for right arm batsmen) or Irfan (for left hand batsmen) out-swingers will be more prominent. But the thing with Ishant is that basically he isn't a swing, he is more of a hit the deck bowler bowling short of good length deliveries and getting steep bounce. To swing the ball you have to pitch it up to the batsmen so that ball remains in for a little longer and swing. Ishant as of now is more like Javagal Srinath, he is deadly when it seams (movement of the deck).
