It will ruin the bowlers career. 4 bowlers would be able to bowl 48 overs so all teams will avoid to go with 5th bowler.

Do your calculation, only one bowler will be allowed to bowl 12 overs, still you need fifth bowler to bowl minimum of 8 overs.

Make everyone bowl 5 overs except the keeper. Make it mandatory for everyone to complete 5 overs. If a bowler cannot complete his five overs, there should be a substitute coming in and completing his remaining quota. similarly allow a pair to bat for 10 overs remove dismissals and let the second pair bat for the next 10 overs until all 5 pairs except the wc get a chance to bat. wicket keeper should be specialist no batting or bowling for him/her, substitute allowed in case of injury. total of one batsmen substitution, one bowler substitution and one keeper substitution should be allowed per side per game. only injured players in current field should be substituted and not for reasons of performance. umpire and physio should decide whether injury can allow the player to continue or not without substitution.
