All the supporters of Jagan will be arrested one by one except him. He will be arrested and sent to jail only 3-6 months before andhra assembly and loksabha elections (generally they are at same time)

I would like to add few more suggestions:

Remove the zonal/region system. Select top players in the circuit in top 9 teams of group A. Then create group B with second level players and then create group C with remaining players. Promote and relegate the players in these groups according to their performance. Select players in international team based on their performance in Group A stage. It will increase the chances of those players selection who are very good but play with weak teams.

Do you think performance matters in Ranji, it is all about money power.

There are very few cricketers left who play for the sake of game, IPL has ruined the value, but every one is forced to go behind the treasure hunt of IPL.

Ranji is classical form of cricket, it should be encouraged based on true sense... your suggestion is too idealistic and will not be working out well here unfortunatley.

Abandon Ranaji format completely. Have only T-20, T-30, F-50 formats. Or better abandon all so called first class matches, which are nothing but waste of time.

The problem with the Ranji format is too many meaningless matches of mismatched teams.
The Elite Plate concept was good. Except that the Elite should be restricted to say top 8 or top 9 teams. The rest of the teams should be in the other league with promotions and demotions.

The Elite group should witness tight contests. Having a 27 team format is like a marriage gala for 4 months.
