Make it free. It wil naturally stop

If it is announced that fixing is OK and will not be punished, there won't be any one betting, who has not fixed a bet; hence there cannot be two sides for a bet, unless the players double-cross. Anyway I think that will not go too far.

You look to be making prejudices about people; Advice you to focus on the issue, rather than people; will help you to avoid rifts in your personal and proffessional life.
Now back to the point - tell me any reason why this will not work?

Examples may not always fit to all scenarios. Just tell me how is the solution you have given to this example is going to stop it.
BTW, just think, even in the example you have cited it is mainly the selfishness which is preventing us to think so. I would not try to stop my wife doing so, if she feels to do so; but it is the love between us, which will stop us from doing do.

Yes, as you said it is love that will stop...a morale base that do not teach someone if you love him/her.

Now go back to your proposal and see who it fits-- fixing is OK and will not be punished, you are breaking the law of morality.

If someone falls he/she will keep falling if not stop by force or other means.

In both examples I had preferred not using force or law. There is no law of morality I feel. I am not supporting players to do fixing. I am suggesting an effective way to stop it.

Fixing menace can be curbed by educating youngsters

Why didn't yesteryear's youngsters were not educated enough regarding it? Players aren't kingpin, they are mere figure head. Real culprits are always behind the scene.

Fixing menace can be eradicated in one and only one way. Ban betting totally !! Forget about legal or illegal betting. Just ban it completely !!

He is partially right. Along with that they should announce fixing is leagal (means no punishment for players who fixes the matches for money). Then people who bet, but cannot fix will naturally avoid betting
